Outbound Travel Restriction
The University urged and remind all our members to refrain from any outbound travel including personal trips. Colleagues based in Clear Water Bay should as far as possible refrain from travelling to our Mainland establishments including Shenzhen, Nansha and Guangzhou for job related duties; and vice versa. Video conferencing facilities should be used instead of face-to-face meetings.
Staff and Students Currently Outside Hong Kong
For staff and students who are coming or returning to Hong Kong from places outside Mainland China, Macau and Taiwan, they must complete Hong Kong-Government-mandated compulsory quarantine in one of the designated quarantine hotels. Please see this Government website for the specified conditions imposed on inbound travellers who have visited specified places or refer to the Quarantine Arrangements section of this website.
The Hong Kong Government has established the Return2hk Scheme for Hong Kong residents returning from certain areas of the Mainland or Macau without being subject to quarantine.
Return2hk Scheme eligibility: This Scheme aims to facilitate Hong Kong residents who are aged 18 or above with a Hong Kong ID card, upon fulfilment of the relevant conditions specified under sections 12 and 12A of the Regulation, including not having stayed in places other than Hong Kong, the Mainland or Macau in the past 14 days# prior to and upon the day of arrival in Hong Kong, and any area in the Mainland being classified as medium or high risk area that is included in a list published by the Department of Health on the Return2hk Scheme thematic website*, to be exempted from the 14-day compulsory quarantine requirement when returning to Hong Kong from 29 April 2021 onwards.
*Please refer to this link for the medium or high risk areas in the Mainland:
#The day of arrival at Hong Kong and the 14 days before that day do not include the period during which a person is undergoing compulsory quarantine in the Mainland or Macau under the respective prevailing requirement of that place.
Return2hk Scheme entry procedures: Returning Hong Kong resident from certain areas of the Mainland or Macau may use the online booking system (quotabooking.gov.hk) for the Return2hk Scheme to apply for a date-and boundary control point-specific quota during a designated period. In addition to confirmation of a successful booking and valid identification documents, he/she must also provide proof of a valid negative COVID-19 nucleic acid test result upon entry into Hong Kong. Please visit the government website for details.
Inbound travellers under the Return2hk Scheme must follow the Health Monitoring Checklist for Inbound Travellers for 14 days upon arrival at Hong Kong and undergo compulsory testing on the 2nd and 12th day of arrival at Hong Kong via land boundary control points, or on the 1st and 12th day of arrival at Hong Kong International Airport.
Members of HKUST should check out the updates of the Return2hk Scheme from time to time and complete the compulsory quarantine requirements imposed by the Hong Kong Government (details can be found at this link) if you are not travelling under the Return2HK Scheme.
